...It Takes a Steady Hand

I've said it before and I'll say it again: stupidity is rampant. But the real question here is what the hell is a "wheelie-bin?!" All I can think of is wheelbarrow but that makes even less sense than this story. If I had to guess which of these two news items was a joke, I'd definitely guess the former. Then I'd throw all my crap in my wheelie-bin and head for the hills.
