When to Tailgate: Is the person in front of you driving at or below the speed limit in the left lane? Did he or she pull out in front of you and then go really really slow?

How to Tailgate: Make sure that you edge over into the left-hand portion of the lane behind your target, so that your left headlight shines up the side of his car into his side mirror, blinding him.
